Dear Sir,

Referring to your letter of the 3rd inst. and to the fact that you have not seen the correspondence which has passed between the Secretary of the Anti-Mui Tsai Society and the Hong Kong Government, I now forward you a copy of an important letter which has passed.

I most earnestly ask you to read this letter carefully and seriously. From my own personal knowledge of the subject when in Hong Kong I believe it to be accurate in its details.

I submit to you that it has been abundantly proved that the Hong Kong Government has persistently sent to the Home Government information which is lacking in its completeness, often misleading, and in many cases, deliberately untrue.

It is for these reasons that I hope you will carefully consider this enclosed letter.
